Restaurant Reopening, Using Mannequins To Fill EmptyDining Room

A restaurant in Virginia is reopening with mannequins in its dining room. During the first phase of reopening, restaurants in the state will be allowed to have customers eat outside only, and patios are being  placed mannequins dressed in the finest fashions in the restaurant. 
The mannequins are positioned dining at the tables, or sittingon couches, seemingly in conversation.
